Concerned about my mother in law.?

My mother in law confided in me that over the last year or so her have recessed into the fatty tissue of her . I have urged her to go to the doctor to check this out, but she refuses. Does anyone know if this is a medical issue or just nothing to really worry about? Any information will be greatly appreciated.
